PURPOSE OF CLASSIFICATION

The purpose of this classification is to undergo the necessary class room and on-the-job training in fire prevention, fire suppression, public fire education, emergency medical care and equipment maintenance.

MINIMUM QUALIFICATIONS

High school diploma or GED.  State firefighter certification within 12 months of hire.  Must possess a valid Georgia driver’s license.  Must pass a basic 1st Responder (Medical) class offered by the department within 18 months of hire.  Must successfully challenge and pass NPQ FF1 exam within 12 months of hire.  Must participate in assessment lab consisting of physical agility test, written exam and oral interview prior to hire.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

Other duties may be required and assigned.

Responds with crew on emergency, accident, fire, and EMS calls.

Performs fire control/suppression duties; administers first aid and basic life support to patients.

Conducts salvage and overhaul of premises after fire is extinguished.

Conducts business and hydrant inspections.

Attends training sessions to learn proper methods, procedures, and techniques used in fire prevention, fire suppression, public fire education, and emergency medical care.

Studies and participates in equipment use training.

Maintains apparatus and fire station and all equipment assigned to that station.

Fill out and maintain reports and records pertaining to hydrants, hoses, equipment, and all calls responded to by his/her assigned station.

Participates in fire drills, public education programs, and fire prevention inspections.

Must adhere to all rules, regulations, guidelines, and procedures as set forth by the Houston County Board of Commissioners and Houston County Fire Department.

Conduct any other duties as assigned by the Chief and/or Assistant Chief of the department.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices, and regulations for planning and responding to civil defense and natural emergencies, including hazardous material disasters; knowledge of community organization and available resources; knowledge of rescue operations, techniques, equipment and training; knowledge of the philosophies, principles and practices of fire services management and suppression; knowledge of federal, state and local laws and regulations relating to the fire control, fire prevention, and firefighter training; knowledge of fire department policies, procedures, rules, regulations and functions; knowledge of the principles, practices, procedures, techniques and equipment associated with firefighting, emergency rescue, emergency medical care, hazardous materials, and fire prevention; knowledge of the principles and practices of management, supervision and training; knowledge of law enforcement and emergency radio communication systems, and of radio codes used in public safety work; knowledge of the county's provisions for emergency situations; knowledge of first aid and CPR techniques; knowledge of occupational hazards and safety techniques; knowledge of the operation, use and maintenance of specialized firefighting, rescue, and emergency medical equipment; knowledge of the road system and geographical layout of the area; knowledge of instructional techniques; knowledge of basic budget preparation; knowledge of basic mathematics; knowledge of report preparation and record keeping methods, including maintenance of training records; knowledge of standard office practices and procedures; knowledge of standard office equipment; and knowledge of basic computer applications and techniques.

Skill in coordinating/performing firefighting and emergency rescue operations; skill in teaching and training; skill in operating standard and specialized firefighting, rescue, and emergency medical equipment, tools, and supplies; skill in driving; and skill in utilizing various computer software programs relevant to the position.

MINIMUM REQUIREMENTS

TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS:   Must be able to operate a variety of departmental equipment which includes pumper, hand/power tools, ladders, hoses, breathing apparatus, protective clothing, emergency medical supplies, computer, rescue tools, etc. Physical demand requirements are at levels of those of moderate to vigorous/heavy work.

DATA CONCEPTION:   Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things including standard operating procedures, maps safety bulletins, log books, fuel reports, employee manual, IFSTA/EMT manuals, etc.

INTERPERSONAL COMMUNICATIONS:   Requires the ability of speaking and/or signaling people to convey or exchange medical, emergency, and safety information. Includes communicating with supervisors, co-worker, law enforcement personnel, and the general public.

LANGUAGE ABILITY:   Requires ability to read a variety of informational and technical documentation, directions, instructions, and methods and procedures. Requires the ability to write reports and essays with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice such as in public speaking situations.

INTELLIGENCE: Requires the ability to learn and understand relatively complex life-saving, fire prevention/suppression, and emergency medical principles and techniques; to make independent judgements in absence of management; to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE:   Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret statistical data.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with standard measuring devices.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using equipment and tools.

MANUAL DEXTERITY:  Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION:  May require the ability to discern color.

INTERPERSONAL TEMPERAMENT:  Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
